Our planning staff works with our clients to design plans that integrate the goals of the client with the environmental and social needs of the community. Our Planning & Environmental Services department was established in 1971, with the passage of the first generation of federal and state environmental laws. Since that time, we have been at the forefront of ensuring environmental compliance for public and private sector clients. Our clients recognize that our experienced environmental analysts and planners produce high quality, cost effective documents and studies.
By their nature, planning and environmental services involve interdisciplinary laws, touching upon almost all aspects of our natural and built world. WEBB is a multi-faceted firm, with an extensive team of professionals. Our in-house team includes experts in air quality, water quality, planning, traffic, noise, biological resources, and agricultural resources. Interfacing with the firm’s professional engineers, our Planning & Environmental Services department understands the “big-picture” of a project’s life as it moves from inception, to analysis, to implementation. Our master planning, survey and topographic mapping, preliminary design studies, and construction management resources allow our Planning & Environmental Services department to provide other related services to assist the client in developing a complete project description and identify potential impacts to construction or operation of the proposed project in the proposal stage. As an interdisciplinary firm, environmental impact analyses are expertly achieved at WEBB.

Environmental Services
The Planning and Environmental Services department has experience in all aspects of environmental documentation related to both the intent and the requirements of CEQA, NEPA, and local environmental regulations. Our services include preparation of various levels of environmental documentation from Categorical Exemptions/Exclusions (CE) and Initial Studies/Environmental Assessments (IS/EA) resulting in Negative Declaration/ Mitigated Negative Declaration/Findings of No Significant Impact (ND/MND/FONSI), to full Environmental Impact Reports (EIR) or Environmental Impact Statements (EIS). WEBB assists our clients with project scoping, identification of relevant issues, preparation and processing of required documents, applications and permits, development of effective and cost-efficient mitigation measures, preparation of public notices and staff reports, and coordination with the public, as required. Preparation of Mitigation Monitoring and Reporting Plans and attendance at public hearings are also typical services provided during the environmental review process.
