Entitlement Processing

Times have changed.  The days of dealing with issues in design or construction phase are over.   Planning entitlements have become very complex with many considerations; CEQA, project costs and buildability, site design, water quality, grading, landscape, development standards and guidelines, existing and future utilities, access and circulation, relocations, and aesthetics. just to name a few.  This needs an experienced project team versed in providing extensive coordination with a multitude of consultants and governmental agencies.  This experience can be invaluable to the developer seeking to get their project approved.

WEBB’s commercial, industrial, and residential projects often commence at the earliest stage – Site Feasibility.  As the developer considers securing the property, WEBB provides valuable information on constraints and opportunities that affect development such as:  availability of infrastructure; environmental issues; zoning standards and setbacks; and safety zones, as well as evaluate site topography, grading, drainage and access issues at an early stage.  WEBB also assists in projecting construction costs, and planning and mitigation fees for developing the site.

Once the developer elects to move forward, WEBB will work closely with the developer and project architect to develop a Site Plan, Conceptual Grading and Drainage Plan, Preliminary Water Quality Plan, and Conceptual Landscape Plan. WEBB works with the developer to identify areas where project costs can be reduced with minimal impact on developer’s projection of building area, building in project development flexibility, while working closely with the entire project team to ensure plan consistency and accuracy.

WEBB will prepare and process the necessary entitlements to accommodate development, i.e. Development Plan, Conditional Use Permits, Change of Zones, General Plan Amendments, Specific Plans, Tentative Tract and/or Parcel Maps. WEBB’s services includes preparing the necessary planning application forms, securing fees, submitting to the appropriate governmental agencies, as well as distribution to the project team. WEBB can procure proposals for special studies such as air, noise, biological, traffic, water quality, etc. needed as part of the entitlement approval for the project.

Since the project entitlement approval is contingent on the clearances/approval of many plans and studies by various agencies and/or departments, WEBB proactively and diligently pursues obtaining these clearances and/or comments.  We represent our clients’ interests during the entitlement process and provide support and representation at public meetings and forums.   WEBB’s goal is to secure project approvals that are reasonable, and as cost efficient as possible, as well as ensuring that the approved project is a project that can be designed and constructed.
